It is the governmental center of county of Refugio County. Refugio is positioned at 28 18 21 N 97 16 29 W (28.305812, -97.274594). According to the United States Enumeration Bureau, the town has a total region of 1.6 square miles (4.0 km ), all land.

According to the Koppen Climate Classification system, Refugio has a humid subtropical climate, abbreviated "Cfa" on climate maps. There were 1,128 homeholds out of which 30.9% had kids under the age of 18 living with them, 46.5% were married couples living together, 18.2% had a female homeholder with no husband present, and 30.1% were non-families.
